“The Major Projects Leadership Academy - An innovative programme allowing major UK government projects to deliver on time and budget”


For Britain to get ahead in the global race and deliver the Government's ambitious programme of reforms we must run Major Projects effectively - hardworking taxpayers expect nothing less.

Any government project that is large and complex enough to require Treasury sign-off for funding is, by definition, a Major Project. Extensive use of consultants in the leadership of such projects meant that this capability was often lost to the private sector; the challenge was for internal professional capability in terms of leadership, technical, and commercial know-how, to be built and retained in Whitehall once a project has been completed.

The Major Projects Leadership Academy (MPLA) meets this need, ensuring those responsible for Major Projects are able to cope with the particular stresses and strains of leading a Major Project in the public sector.

MPLA participants convene at Oxford University's Saïd Business School for three intensive residential modules which are interspersed with preparation, assignments, master-classes and the review of a Major Project they are leading. Each module provides rigorous academic input and insights from experienced practitioners to blend theory with practice in a way that allows participants to reflect upon and develop their own ways of working.

Whereas two years ago only 30% of Major Projects were expected to deliver on time and on budget, as a result of the MPLA an 85% success rate is now realistic. The programme develops this critical capability within Government through leaders who ensure a rigorous process is established at the outset of the project, and that the application of the right skills, experience, and review processes maintain that initial high standard throughout the lifetime of the project.

The MPLA provides the skills and confidence for those leaders to monitor progress, and where this highlights shortfalls, to act decisively at the earliest opportunity if there is the need for intervention, allowing the UK Government to build the necessary capability to successfully lead its portfolio of Major Projects.

In this session, Sue Powell and Paul Chapman will share their success stories and also point out some of the interesting challenges they came across during these last 3 years.
