How does one transform complex technical knowledge into widely shared operational practices?

In 2010, ERDF, the operator of the French electricity distribution networks faced a significant crisis caused by (i) its changing role in a restructured French power industry, (ii) an unprecedented demand for distribution networks connections arising from renewable power producers, and (iii) tensions with the municipalities, the owners of the networks.

ERDF operates the networks under 700 local concession contracts with the municipalities, and is also regulated nationally by the national Energy Regulatory Commission.  Inconsistencies between local contracts and national regulation had led to tensions, which escalated into conflicts.  Some municipalities where challenging the role of ERDF as operator of the distribution network.  ERDF line managers in charge of daily face-to-face interactions with municipalities were ill-prepared to respond to these challenges.  

This session discusses how we turned the highly technical knowledge of the details of the concession contracts into operational practices for line managers.

Specifically, we will illustrate how:

  • Seemingly obscure technical knowledge can turn into a strategic issue for a corporation, thanks to stakeholders’ unprecedented access to information
  • We built an internal consensus among key stakeholders on the need to launch an Organization Development initiative specifically aimed at this issue, and, along the way, we reconciled different groups’ perspectives on some technical aspects of the issue
  • We developed a specific range of programs to turn this complex knowledge into operational practices
  • We achieved significant business impact
